in fairness to manchin, i just read an article that indicates he is willing to put in place some filibuster reforms, and without killing the filibuster, they’d be pretty significant. they’d do away, for instance, with the ability to filibuster a bill before it’s even gotten to the floor for debate. there’s also some indication he may be open to a talking filibuster, though he needs some sense of how a talking filibuster could be brought to an end. One reform that might help, and that he sounds like he’s in favor of, is removing the supermajority requirement and going to 3/5’s of members present. So if Republicans want to filibuster all night, they’d best be willing to stay awake all night and be present on the floor.
