Yup. And most of Jim Crow was not legislated, it was culturally-ingrained.

If a white guy owned a business in Dixie and catered to anyone with money, other businesses would point that out and say “you don’t want to shop with those people, do you?”

The effect was to enforce racism even on those who didn’t agree with it, with the penalty of your business going under.
