Interesting you bring that up. Mississippi has exactly that, not only must you win the popular vote, you must win the majority of the districts. It hasn’t been challenged because a Republican has been winning, but there’s a possibility that a Democrat could win the popular vote in 2019.

??What happens if someone wins the popular vote but not a majority of the districts? Is there a runoff? And what happens then?
