Mueller stated out loud during his testimony that he wasnāt impeded by anyone within the DOJ, and that he ended his investigation once he felt that he couldnāt go any further with the evidence he had. If he felt that heād been prevented from doing a thorough job, I donāt doubt that he would have said as much. The idea that he was going to hand down indictments for Don Jr and others was ours, so to suggest that he was prevented from such is less about DOJ corruption and more about Mueller failing to live up to our wishes.
He was prevented by policy. Policy that favored those being investigated. He followed that policy. He didnāt have to be told not to do something, he was told in the beginning and followed Orders. This is how obstruction is done all legal-like. Whoever sets the parameters controls the result.
