That could happen because of massive voter disenfranchisement. Republicans have succeeded in implementing this in states they control.

We are getting some wins though. The plot to close almost all the polling places in a majority African-American county in Georgia failed due to the outcry, and North Carolina may be forced by the courts to redistrict before the November elections.
