If it were my call I would say no, he isn’t a public figure, at least not by choice anyway. It seems it would be profoundly unfair if the flying monkey squads could pick a non-public person, slander the shit out of them, and then say that person is a public figure because we spent months publicly abusing the person.
Luckily this whole gang of assholes have been committing so many clearcut crimes that they will hopefully get theirs (prison, I hope) eventually.
