In journalism the publisher always has final say because he, she or they are the ones funding the operation.

A good publisher will respect the decisions of their senior editor for the most part.

A bad publisher on the other hand…

Also some publishers are stupidly fucking biased and give no shits about letting that bias show in every story that gets run.
