Very much one. Between 1000 & 1200 they began losing too much inheritance and dealing with conflicting loyalties (hmm… support some old man in Rome or my son?) and they began serious cracking down on it. The theology has always been for cover.

As the average age for priests hangs around retirement, desperation could easily get that reversed. Women priests could also be forced through some kind of tortured scripture/tradition re-read, though that would be much less likely.
