It’s one of those things that sounds great on paper, but for people north of 35 degrees N, the complaints that would start up as soon as people realize they’ll never see a summer sunset after 8 PM (but hey, they’ll have sunrise at 3:45 AM!) would be loud and persistent.
Year-round DST might go over a little better, but sunrise at 9 AM won’t be welcome in the northern winter, either.
In Colorado, at the height of winter, sun is up around 730 AM and sunset is 440 or so. I’d 10x rather have sunrise at 830 AM, with sunset at 540.
