The Governor can veto bills, and can make one appointment to the government, the Secretary of State. The Lt. Governor basically controls the legislature:

Perry once attempted to submit a state budget, and his Lt. Governor, Dewhurst, ignored him. You could pretty much feel Dewhurst laughing at Perry.
