The GOP controls Congress and the WH, and it has twice shut down because they’re fucking incompetent and incapable of legislating and governing. All they are are a bunch of a saboteurs who want to watch the government burn so that they can deliver tax breaks for their billionaire backers while everyone else gets the burdens.
