These people only had the idea of allowing the communities to be there, never flourish or truly become part of their nations.
They did very little to help alleviate the fact that these groups were poorer that the rest of their nation (whichever it is) at large, which is a starting point for many problems.
There are some good countries in Europe. Ironically, Norway is one. Another is Sweden, though to a lesser extent. Ireland is surprisingly well integrated, as well as Finland and Poland.
