Exactly, McGahn said Trump was ordering him to do “crazy shit.” He refused. Mueller’s decision not to charge was based entirely on the OLC opinion instead of whether Trump had in fact committed criminal acts by ordering overtly criminal acts. Barr’s entire strategy was to bury the evidence while Republicans pretend that the attempt itself magically wasn’t chargeable because Trump’s underlings flatly refused to follow his illegal orders.
