I think he is afraid to really do it.

There has been discussion he is hearing it could be real dangerous and really is reluctant.

He’s doing a con job bluff.

He’s putting on a show while trying to find a way he can say he tried hard.

Hopefully things like Cohen testifying and a Mueller report sighting will cause him a lot of anguish and he starts to come apart and Republicans in congress realize more and more it is time to do something to open the government and shut Trump down on the wall.

Then he can cry to wingnuts on FOX and say mean things about Nancy and Chuck.

No doubt about it though, this may be a race for time and position for a lot of DC politicians.

What would he say, though? I know he’ll lie, that’s a given, but he can only declare a state of emergency in the event of 1) War, 2) external aggression—that means by a nation-state, or 3) armed rebellion. He’d pretty much have to declare war on Mexico….
