ABC reports that Comey will stop short of saying Trump obstructed justice - but what he does say may meet that legal definition anyway.

Comey wouldn’t say Trump committed obstruction of justice in any case - he doesn’t pass judgment like that. But the facts alone speak for themselves, and this is going to hurt Trump badly.
