Delaney needs to exit gracefully (ok, maybe that’s too late) but he was right in one aspect of his exchange on taxation: an annual wealth tax (except for the estate tax which should be increased) is impractical but an increase in capital gains tax is simple and practical.
The wealth tax, as offered is also probably unconstitutional. Per Article I, Section 2, Clause 3:
Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers
That apportionment requirement is why we don’t have federal property taxes, they’re incredibly complex.
