Oh right, I remember a Swiss friend of mine telling me about the sad case of a woman applying to change the amount she paid because all her children had died in an accident, and she’d been paying with the assumption they’d all be going to school, etc.

Anyway, rich people in the US can get away with paying very little too; her husband is a Swiss resident, Switzerland is a nice place, and I’m going to guess she’s becoming a citizen for those reasons rather than as an elaborate tax dodge. Swiss citizenship is also very good for international travel, if you’re into that sort of thing.
