In Paula Reid’s definition of terrorism, yes, the Provisional IRA are terrorists, since Ireland is a foreign country.

Except that the Troubles-era Provisional IRA largely operated out of Northern Ireland, which is a part of the United Kingdom. Therefore, by Paula Reid’s definition, acts such as the Guilford and Birmingham pub bombings, and the bombing aimed at the UK government in 1984, are not acts of terrorism.
