The whole time I was in the Navy it was pounded into our heads through military doctrine that the military is under control of the civilian government, and the Commander-in-Chief and secretaries of the military branches are civilians are precisely to maintain civilian control (that is, by the People).

I don’t know who that moran is, but I assume it is someone who has no clue what the military is about.

He’s playing the vague word game. We’ve used civilian to mean anyone not working in a government agency. So, if you’re a cop, you’re not a civilian; if you’re a senator, you’re not a civilian. He’s blurring that distinction.
