That whole idea of “his energy and water use is low so he’s not a resident” is BS.

My village has an ordinance which requires a board member must be a resident to serve on the board.

All summer I was gone to Canada and Michigan. In December I was in California. My energy use was pretty close to zero (my water usage in December skyrocketed because of a broken pipe, but was zero in the summer).

Does that mean I am not a resident? I own one house (here), and pay taxes on it. All my bills come here. My car is registered and insured here. By every metric, this is my home (regardless of how much time I spend in it).

That court decision was BS (and note in the article the case was brought by the GOP against the Democratic candidate).

I don’t disagree but this was PA rules so their rules may differ from your state’s.
