Rachel is missing a big point of the 1924 Immigration Act. While it banned Asians and created quotas for immigrants from specific countries, it had no limit on immigrants from?…south of the border.

The 1924 Immigration Act divided the national immigrant quota of among nationalities based upon the number from that nation already in the US in 1890, setting the quota at 2% of the number there at that time. This effectively discriminated against the southern and eastern Europeans who immigrated in large numbers early in the 20th century and gave large numbers of passes to Germans and British, where demand was scarce.
