Someone studying religion could be doing so from any of the following disciplines: religion, history, political science, psychology (comparative or social), anthropology, etc. and that person getting a PhD can rightfully claim to have a PhD in religion. The field is sufficiently vast that there’s any number of ways of approaching it.
