This is total speculation, but we know Trump didn’t really want Pence, so I wouldn’t be surprised if Pence was imposed on Trump by the GOP establishment. At the time it may have been intended to keep Trump in line (hasn’t worked), but now it’s basically an insurance policy.

It wasn’t the GOP establishment, Manafort is the one who picked Pence.
