how do you ban people from a lawful assembly?…with a stern word and unfriendly glare?

It isn’t that people should be banned from assembly -
It’s that the “tea party” groups in various locations are trying to get their attendance numbers up, are associating with groups that are well-formed that are taking over the agenda.
