Ya see.. Governor Pa Fergson got impeached with a stipulation that he also never hold public elected office ever again.

Pa’s wife, Ma Ferguson, ran for governor and won.
Ma was accused of all sorts of stuff that she probably did, one of those things was selling pardons which made the state enact this rule:
The Texas Constitution gives the Governor the power to grant pardons, except in cases of treason and impeachment.
However, the Governor cannot act alone.
Before he/she grants a pardon, he/she must get a written recommendation from a majority of the members of the Board of Pardons and Paroles
