And she also plays by the rules of the nuclear game - rational actor in understanding mutual assured destruction and that there are reasons that no one plays the game - because no one can possibly win. It’s not even worth trying - and the costs would be too high to ever try. The arsenals are there because of a bygone era, and we and the Russians understand that the arsenals are more of a burden than a help. That’s why reducing the size helps both countries. In fact, the reductions help Russia more - because they’re a far poorer nation that can’t afford to continue expending billions on nuclear weapons. It’s cheaper to scrap the oldest weapons and modernize (smaller, more accurate weapons) than to maintain a larger arsenal. Safer too - less that can go wrong.
