It could but it won’t unless you can get rid of the stigma that public transportation has in most people’s eyes as being only for poor minority folk and unsafe for “decent” aka white folks.

this is not a NYC issue.

We complain about the subway endlessly — the smell, the filth, the guy masturbating at the other end of the car… but EVERYBODY uses it. Even if you have all the money in the world, it’s just so much faster during rush hour than any street vehicle could ever be.
