Presuming we get a majority in the senate we need the following, in this order:

1) End the filibuster
2) Expand the Supreme Court to 15
3) At least 50 new circuit courts
4) Legislatively End Qualified Immunity.
5) Statehood for DC
6) Statehood for Puerto Rico
7) Statehood for the VI
8) Statehood for Guam and Pacific Islands
