It’s not deliberate, AFAIK. It comes from not pushing enough air over your vocal cords to maintain a proper vibration. Singers, professional speakers and instrumentalists learn how to use their diaphragm and abs to support the air column. Vocal fry, OTOH, is like speaking while running out of air.
