Old aphorism: “There are 3 kinds of lies: lies, damned lies, and statistics” attributed to various persons in the 19th century.

Unless you know something about the population, the numbers are meaningless. Granted, there probably isn’t a big difference between 2015 and 2018, but you do have to know who is included in the denominator and what type of jobs are included in the numerator. A part-time job of 10 hours per week is very different from a full-time job of 40 hours per week; annual pay of $25,000 without benefits differs from annual pay of $75,000 with benefits.
