They offered to pay the tribes as compensation. The tribes refused. They want land that is rightfully theirs.
And why was it stolen?

If you get chance to go out to the Black Hills, I’d urge you to do so. There’s some seriously desolate beauty out there in the Badlands and the Black Hills are just beautiful. It’s really easy to learn about the history of the region, but there are a few overlooked places that should get more recognition and respect: Wounded Knee, which has a large metal plaque to commemorate that massacre of Native Americans, Buffalo Vale, which is where Native Americans would trap bison for sustenance, and Crazy Horse monument, which honors the famous Native American leader and which will be far larger than the more well known Mt. Rushmore.
