I think everyone’s missing Hoyer’s point. He’s talking about someone taking hostage and threatening to shoot his own child - i.e., an empty threat. The point being that Hoyer believes Republicans don’t actually want to default on the debt, despite their rhetoric. I’m skeptical about that, but Hoyer knows a lot more Republican congress critters than I do (the latter number being 0).
