And I won’t be surprised to see McConnell yank whatever comes forth right before a vote again because he doesn’t have the votes on whatever.

He’ll continue this game until next November if he must… just that the vote doesn’t go south in front of him.

The House August recess begins on August 1. If McConnell pulls the bill (or votes against a motion to proceed), he can bring it up again later. If the vote is held and a Motion to Proceed fails, the bill is dead.

McConnell is still planning to bring in an amendment that only he knows about that will essentially switch out the contents of the bill (and any amendments) and replace it with his amendment.

The Democrats still have one tool in the toolbox to try to run out the clock: As many amendments as they can write.
