What you have is really one of two conclusion: The GOP either feel so safe that they feel that can take deliberate actions to facilitate Trump ending Mueller’s investigation without serious fear of public backlash.

OR they’re so scared about the possible outcome of Mueller’s final report that they’re taking actions that will cause immediate anger and outrage with the hope that, by the time we reach the midterms, the public response will be muted and they won’t suffer as badly as they would if Mueller is allowed to conclude his investigation unimpeded.
