I’m not a DoD contractor, but used to work for one. DoD contract regulations are far, far more stringent than almost anything negotiated in commercial space. Messing with government contracts like that is likely to get you banned from DoD contracts for six months or more, which is essentially a death sentence to a cash flow heavy business like this.

Cost plus contracts are the least profitable type of government contract. You don’t get more than a few percent over your expenses, because you’re taking almost zero risk. If you’re a contractor of any size, you have Government auditors on your property all day every day permanently. No-bid contracts have to be justified in writing by the Government, and get more stringent review the bigger the amount.

Wasting money is overwhelmingly done by just straight up incompetence on either the Government or contractor side, or the Government asking a contractor to do something expensive and useless, which the contractor then delivers in accordance with all applicable regulations. Outright corruption is pretty rare as a percentage of the total work, IMO.
