I doubt she would. She might make it a precondition, so that he has to actually sign her bill before she passes New NAFTA. She doesn’t trust him, so he has to trust her.

But then he would lobby against it in the Senate; maybe that means she would have to wait until it was signed into law before she would support his legislation.
