Here’s the key point in that notice:

“We’re urging residents with explosion-related damages to apply for FEMA assistance before June 18 and keep us posted of any insurance settlements they may receive,” said Federal Coordinating Officer Kevin L. Hannes of FEMA. “This allows us to continue processing their registrations for any unmet needs.”

FEMA is giving individual families and homeowners that were affected by the West plant explosion money.

What they are denying is giving the town itself millions in disaster relief, and in declaring the area an emergency. At least that’s how I’m reading all these stories.
