The Center for Disease Control did not exist in 1958. At the time, “CDC” was the Communicable Disease Center, and was concerned exclusively with contagious diseases
like malaria.

And there was already ample scientific evidence, approaching consensus, that cigarette smoking carried health risks - even if the tobacco companies were paying to keep it hidden.
