That’s true as far as it goes. At the time no suffrage was granted to women, slaves, or Natives. The D-R party at the time wasn’t concerned as much about that as the reach of federal power and the Alien and Sedition Acts (Jefferson viewed them as unconstitutional).

History is a complicated and messy thing.
