First step, which is doable because its been done in a blue state and a red state (Ca and La) is open primaries in which all candidates, regardless of party, run against each other, and the top two vote getters go to the general (or a run-off as in La). Another step, also doable, is to end gerrymandering, also accomplished in both a blue and red state (Ca and Az). Ultimately creating a multi-party system requires introducing proportional representation in congressional elections, but that is a much heavier lift.

You would also have to align the elections. Change the Senate terms to four years aligned with the presidential years. The staggering of the change of representation causes some of the need for people to group into as few parties as possible.
