But really I think Starling City takes the cake. Nearly destroyed by a manmade earthquake to allow gentrification. Nearly nuked by an immortal madman. Mayor after mayor assassinated. Their vigilante hero is a serial killer whose excuse is that he doesn’t do it so much anymore, and that actually makes him the good guy!
