Well, the ex-cops would have more time on their hands..

We can hire better cops, requiring college degrees, mostly women and poc. It will cost a lot of money, so a federal police reform bill should include lots of money for state and local governments so long as they adopt reforms to change police forces into public servants instead of armies of occupation.
