No, he didn’t. From the thread by a security clearance lawyer above, it has been litigated that the President’s verbal statements are not self executing, and he actually has to issue proper orders to the proper bodies and document it. Otherwise, you will get the sort of post-hoc chaos that Trump will try to assert.

If I would go out on a limb here, the DoJ might have intelligence that a foreign government has some of these documents illegally, and can identify the exact copy from some of the counterintelligence markers in the document copies.
