I get a feeling that someone (like I just did) googled the history of Russian Imperial bonds, which the post-Soviet government actually (partially) paid off as part of a deal with the EU (mainly France) back in the ’90s.

Maybe they figured if some French bondholders eventually collected on part of the Tsar’s debt*, there was hope for them over the “Sino-German Railway Bonds of 1898” or whatever…

*that part which hadn’t been re-purposed as wallpaper, anyway.
