Here’s the thing - if these were emails to someone on a .gov account, the emails would be swept up in the inboxes and be subject to federal rules on maintaining information.

If they were sent to someone outside government, they wouldn’t be subject to retention rules, unless that org has retention rules about emails too (and quite a few do because of federal requirements).

But what CCJ is proposing doing is soliciting multiple federal felonies.
