I doubt that she actually understands why the Constitution was designed to slow things down.

But then, real civics classes were one of the first casualties of “Every Child Left Behind” and the anti-education attitudes behind it.

I think she knows that, but she has been warning about this situation for months and she is getting angry and desperate to get people to understand how fucking serious this is.
