Shouldn’t someone call the cops and inform them that a crazy person with a gun is loitering by a high school?

Exactly that happened in Lubbock a few weeks ago. An ammosexual was parading around nearby streets masturbating with his AR-15 to assert his right to do so. Several people saw him and called the school and the cops. The school was locked down and the cops started a house to house search for the gunman, They found him a few blocks away. He was questioned and let go, since he wasn’t breaking any laws. He was white.
