That is likely. It’s normal for that to happen after a president suffers a serious defeat. It’s needed in many ways, because if others in the administration didn’t take the blame it would fall on the President. And the name of the game is keeping the president effective: Others can be replaced, but once he’s neutralized politically the administration is done.
