Looks like Helen Mirren to me.

Now that you say that, I believe it is; I looked at Garr’s Wiki after I posted and saw that she’s got MS and had an aneurysm back in 2006 (though she recovered greatly from that).

She appears to be pretty much retired from acting, which is a shame.
