Rather and Mary Mapes got the documents from a former National Guard officer, Bill Burkett, and he was evasive about where he got them. It was never settled, but Burkett had a serious grudge against G.W. Bush, and the most likely scenario is that he made the documents himself and pawned them off on Mapes.

I tend not to believe conspiracy theories, like the one that they were planted to discredit Dan Rather; Occam’s Razor says it was most likely a series of dumb fuckups and venal human behavior, and people blinded by ambition who didn’t do their jobs.
